Local Services Plan Development Strategies: 

This document provides strategies for LEAs developing a five-year Local Services Plan (LSP). To receive Medicaid reimbursement, LEAs must assess the health care needs of their students, obtain community input to establish health priorities, and develop an LSP following the guidelines issued by the Colorado Department of Education (CDE). Use this tool for strategies around creating an informational document, forming a Community Advisory Committee, developing meeting agendas, and creating the LSP itself.

Local Services Plan Health Needs Assessment:

This document is designed assists LEAs in determining the health needs of their students by providing some useful questions to ask before collecting necessary data. It serves as a tool for the district's Community Advisory Committee to gather information about student health needs. The assessment covers various aspects, such as access to health centers, nutritional counseling, training for district staff, and more.

Expenditure Allowability Support:

This document aims to guide districts/BOCES in understanding why some expenditures are considered allowable and others are not. When considering expenditure allowability, districts/BOCES should ensure that it aligns with the Local Services Plan (LSP) and satisfies a health need. The document provides strategies to determine expenditure allowability, questions around the topic, and lists previously rejected requests with reasoning why they weren't allowable.
