Facility schools prior to 2008 were working independently to serve students with high needs.  Each facility school provided good therapeutic and educational services.  However, the student's educational records such as student state assessments transcripts, IEPs, and diplomas were difficult to track down since there was not a common student records system for facility schools.  Nor was there a standard curriculum or common student assessment.  

Legislation was drafted and passed to create the Office of Facility Schools and the Facility Schools Board.
