As a Small Capacity Vehicle Activity Operator driving a vehicle with a capacity of 15 or fewer passengers (counting the driver), including Type A Multi-function Bus and Small Vehicle, you are not required to have a Commercial Driver's License. However, you must submit a current copy of a valid driver's license to your transportation department. School Districts, charters, and contractors must then get a copy of your Motor Vehicle Record (MVR) to determine if you are eligible for insurance coverage through the district, charter, or contractor insurance carrier.
Multi-function Bus
Multifunction School Activity Bus (MFSAB) - is a
type of school bus that is required to meet all
FMVSS regulations applicable to school buses,
except those requiring the installation of traffic
control devices.
Type "A" Bus

Small Capacity Vehicle
Small Capacity Vehicle - means a motor vehicle, which does not meet the requirements of Type A, B, C, or D school buses, designed for general purpose use. These vehicles (12 passengers including the driver or less) may be used to carry students to and from school, from school to school, or to school related events, and shall meet or exceed all applicable rules and regulations.
